Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan
Introduction
The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) is a flagship initiative of the Government of India, launched by Hon’ble Prime Minister Shri Narendra Modi on Janjatiya Gaurav Divas, November 15, 2023. The mission aims to ensure the holistic development of Particularly Vulnerable Tribal Groups (PVTGs) across the country, addressing their unique socio-economic challenges through targeted interventions. This comprehensive scheme is a testament to a collaborative governance model, engaging 9 key Ministries/Departments to deliver 11 critical interventions tailored to the unique challenges faced by PVTGs. The Ministry of Tribal Affairs serves as the nodal coordinating body, working in tandem with state governments and local communities to ensure impactful implementation.
Vision
The PM-JANMAN vision is aimed to improve the socio-economic status of PVTGs by bridging gaps in health, education, livelihoods; by improving basic infrastructure in Particularly Vulnerable Tribal Group (PVTG) communities, habitations, and families aligning with existing schemes of Nine Ministries/Departments.
Objectives
Enhancing Socio economic status
Improvement in the status of PVTGs through skill upgradation, vocational training and other income generating opportunities •Improving the quality of life of PVTGs by improving education and health facilities.
Improving Community Infrastructure
Providing basic Infrastructure in PVTG habitations and villages like road and mobile connectivity, electricity, Anganwadi facilities, education and health access.
Saturating Individuals/Households
Providing individual PVTG households with pucca houses, safe drinking water, vocational education, electricity and access to entitlements. •Human resource development by enhancing their access to education, health services and skill.

Department-Wise Interventions under PM-JANMAN
1. Ministry of Tribal Affairs
As the nodal ministry, the Ministry of Tribal Affairs orchestrates the overall strategy and execution of PM-JANMAN. Key interventions include:
- Van Dhan Vikas Kendras (VDVKs): Establishing centers to foster sustainable livelihoods through value addition of forest produce.
- Multipurpose Centers (MPCs): Constructing community hubs to centralize essential services such as healthcare, Anganwadi facilities, and skill development.
- Information, Education, and Communication (IEC) Campaigns: Launching targeted campaigns to raise awareness about government schemes and facilitate access to vital documents like Aadhaar, Caste Certificates, and Jan Dhan bank accounts.
- Eklavya Model Residential Schools (EMRS) & Fellowships: Reserving 5% of EMRS seats and allocating slots in the National Fellowship and Overseas Scholarship programs to promote higher education among PVTG youth.
2. Ministry of Rural Development
- Pradhan Mantri Awas Yojana-Gramin (PMAY-G): Providing durable, all-weather housing solutions.
- Pradhan Mantri Gram Sadak Yojana (PMGSY): Constructing all-weather roads to improve accessibility to PVTG communities.
3. Ministry of Jal Shakti (Department of Drinking Water and Sanitation)
Ensuring access to safe and clean drinking water:
- Jal Jeevan Mission (JJM): Delivering Functional Household Tap Connections (FHTCs) for individual households.
- Community Water Supply: Implementing provisions for community-level water supply in habitations with populations under 20 households.
4. Ministry of Health and Family Welfare
Prioritizing health outcomes and access to medical services:
- Mobile Medical Units (MMUs): Deploying equipped units to provide doorstep healthcare services, including necessary medicines.
- Health Camps: Conducting specialized camps focused on specific health challenges prevalent in PVTG communities, including Sickle Cell Disease screening.
- Ayushman Card Provision: Facilitating enrollment in the Ayushman Bharat scheme for comprehensive health insurance coverage.
5. Ministry of Women and Child Development
Supporting early childhood development and nutritional well-being:
- Anganwadi Centers (AWCs): Constructing and operating centers that offer integrated child development services, encompassing nutrition, health, and pre-school education.
6. Department of School Education and Literacy (Ministry of Education)
Enhancing educational access and vocational skills:
- Hostel Construction: Building and maintaining hostels under the Samagra Shiksha Abhiyan to enable PVTG students' access to education.
- Vocational Education & Skilling: Collaborating with the Ministry of Skill Development and Entrepreneurship to provide vocational training and skill enhancement programs.
7. Ministry of Power
Ensuring electrification and energy access:
- Revamped Distribution Sector Scheme (RDSS): Providing grid-based electricity connections to unelectrified PVTG households.
8. Ministry of New and Renewable Energy
Promoting sustainable and off-grid energy solutions:
- Solar Lighting:Installing solar street lights and providing solar lighting systems for Multipurpose Centers (MPCs).
- Off-Grid Solar Systems: Supplying 0.3 kW off-grid solar systems for households not covered by grid electrification.
