Overview
The Pradhan Mantri Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA), named in homage to the revered tribal leader Birsa Munda ("Dharti Aaba" meaning Father of the Earth), is a visionary and comprehensive initiative by the Government of India. This Abhiyan is strategically designed for the holistic and sustainable socio-economic development of tribal populations, with a particular focus on improving conditions within tribal-majority villages. DA-JGUA embodies a robust "whole-of-government" approach, bringing together 17 Union Ministries to execute 25 integrated interventions. This ambitious endeavor aims to transform 63,843 tribal villages across 549 districts and 2,911 blocks in 30 States/Union Territories, with the potential to benefit over 5 crore tribal citizens over a five-year period (2024-25 to 2028-29). The Ministry of Tribal Affairs serves as the pivotal nodal ministry, orchestrating the overarching coordination and implementation efforts.
Vision
The Dharti Aaba Janjatiya Gram Utkarsh Abhiyan envisions the comprehensive development of tribal areas and communities by addressing critical gaps in infrastructure, healthcare, education, and livelihoods. Through a coordinated approach and convergence of various Government of India schemes, the mission aims to ensure holistic, sustainable, and inclusive growth, empowering tribal communities to thrive and flourish in a SATURATION Mode.
Objectives
The mission seeks to develop enabling infrastructure and enhance socio-economic conditions in selected tribal-majority villages (with a population of 500 or more, and at least 50% tribal residents as well as villages in Aspirational Districts with a tribal population of 50 or more). By adopting a whole-of-government approach, the mission aims to improve access to education, healthcare, and skills, driving progress toward the specific goals outlined below.
